Attorney-General Elyakim Rubinstein announced on Wednesday that he
has ordered the police to upgrade the Yossi Ginossar file from an
examination to an investigation.
This means that police have uncovered sufficient evidence to launch
an official investigation and summon witnesses to look into
allegations that Ginossar lied when he told Prime Minister Ehud Barak
he had no business connections with the Palestinian Authority.
Two weeks ago, the daily Ma´ariv published an investigative report
claiming that Ginossar and his business partner, Ozrad Lev,
administered a secret Swiss account on behalf of PA Chairman Yasser
Arafat and his financial adviser, Muhammad Rashid, and made millions
of dollars out of it.
Lev, who turned against Ginossar, revealed the details of their
business dealings with Arafat and Rashid to Ma´ariv. He said that
Arafat and Rashid funneled $300 million from PA revenues to the
account and that the four of them were the only ones who knew about
During this time, Ginossar served as the personnel envoy of at least
two prime ministers, Yitzhak Rabin and Ehud Barak, to Arafat.
During his period of service on Barak´s behalf, Zvi Hendel, then an
NRP legislator, filed a petition with the High Court of Justice
charging that Ginossar was guilty of a conflict of interests and
should therefore not serve as an emissary. Barak´s bureau chief,
Danny Yatom, submitted an affidavit to the High Court stating that
Ginossar had no business ties with the PA. If the Ma´ariv report is
true, someone lied to the High Court. Recently, Rubinstein declared
