December 12, 2002 -- WASHINGTON - President Bush´s hard-line defense
strategy, which went to Congress yesterday, is designed to warn Iraqi
generals that they could be nuked for using chemical or biological
weapons, according to Gary Milhollin, director of the Wisconsin
Project on Nuclear Arms Control.
Despite the threat, Milhollin said, it´s unlikely the United States
