One of the men wrote and disseminated ‘kidnapping guidelines’
Two terrorists released in the Gilad Shalit prisoner exchange have
been rearrested after resuming terrorist activities, the Shin Bet —
Israel’s internal security agency — said Tuesday.
One of the terrorists is Hamas operative Omar Abu Sneina, originally
from Hebron. He was expelled to Gaza after being released from an
Israeli jail in October 2011, whereupon he began recruiting
Palestinians from the West Bank to kidnap Israelis.
He also wrote detailed guidelines on how best to carry out
kidnappings in order to gain bargaining power with the Israeli
government for the release of Palestinian prisoners. In addition,
Sneina wrote how to establish terror cells and obtain weapons and
explosives.
In the guidelines, he wrote: “Try to avoid deserted caves or forests,
unless you have the body or the head of the captive. But if the
person is alive, you must bring them food and drink once a week, and
it is best to hide them at home or at your farm, etc.”
He also advised that weapons and explosives must be ready before
carrying out the actual kidnapping.
Sneina’s instructions were contained on a memory card that he sent to
his family in the West Bank.
The second man, Daoud Hilo from the Amer refugee camp in Ramallah,
was convicted of smuggling weapons just a month after his release. He
was sentenced to four years in prison.
The Gilad Shalit prisoner swap, in which Israel freed 1,027
Palestinian prisoners in exchange for the IDF soldier held captive by
Hamas for five years, took place in October 2011. A portion of the
freed Palestinian prisoners reverted to terror activities soon after
